The Fund seeks to track the performance of a benchmark index that measures the investment return of small-capitalization value stocks. The Fund employs an indexing investment approach designed to track the performance of the CRSP US Small Cap Value Index by investing all of its assets in the stocks that make up the Index. The fund was established in 1998. Vanguard has benchmarked the fund against three different small-cap indexes over the years. To reflect those changes, it uses a benchmark it calls the Spliced Small Cap Growth index.
